The Medicare Access and CHIP Reauthorization Act of 2015 (MACRA) is bipartisan legislation signed into law on April 16, 2015. MACRA created the Quality Payment Program that:
- Repealed the Sustainable Growth Rate formula
- Changed the way that Medicare rewards clinicians for value over volume
- Streamlines multiple quality programs under the Merit Based Incentive Payment System (MIPS)
- Is scheduled to gives bonus payments for participation in eligible advanced alternative payment models (APMs)
The data required to be submitted to participate in the MIPS program can be submitted via a claims-based method whereby data is submitted with each claim sent to Medicare for reimbursement or through a Qualified Registry in bulk at the end of a reporting period.
Claims based reporting can be accomplished with most commercial billing software. For individual MIPS eligible clinicians, groups, and/or virtual groups to select the registry option to participate they are required to submit their MIPS data through a Qualified Registry.
To become a certified Qualified Registry, an organization must put itself through a rigorous vetting process with CMS. Once approved as a Qualified Registry, the organization is permitted to collect clinical data from individual MIPS eligible clinicians, groups, and/or virtual groups and submit the data to CMS on their behalf for purposes of MIPS.
After extensive vetting, ADVOCATE has been approved by CMS as a certified Qualified Registry.
